About Commissioner Baxley

Hamp is a fifth-generation resident of Dothan, Alabama.  Hamp’s family has been a part of this area since before Dothan was incorporated and when the Wiregrass area was merely a wilderness crossroads.  After graduating from Northview High School in 1989, Hamp attended Birmingham-Southern College (B.S. 1993 / Finance & Management) and the University of Alabama School of Law (J.D. 2001).  Following law school, Hamp returned to Dothan and began practicing law with his father at Ramsey, Baxley & McDougle, becoming the fourth-generation of his family to serve as a lawyer in Dothan.  Hamp’s law practice is a general practice which represents clients in family law / domestic relations matters, wills & estates, probate litigation, civil litigation, real estate and business / corporate transactions. 

Hamp Baxley was initially elected to represent Dothan’s 6th Commission District with over 63% of the popular vote in a Special Election conducted March 8, 2011. 

Hamp was re-elected without opposition for a 2-year term on July 5, 2011. 

Throughout Hamp’s life, he has been active in his community, his profession and in state-wide organizations.  Over the last few years, Hamp has served in the following capacities:

  • Treasurer of the Rotary Miracle Field Foundation and Miracle Playground projects
  • Dothan Area Chamber of Commerce Board of Directors
  • President of Landmark Park
  • President of the Houston County Bar Association
  • President of the Dothan-Houston County Rotary Club
  • Alabama State Bar Board of Bar Commissioners & ASB Executive Council Member (2011-12)
  • Finance Division Chairman of the Wiregrass Area United Way
  • Birmingham-Southern College Board of Trustees
  • Southeast Alabama Medical Center Foundation Board of Directors
  • Adopted Selma Street Elementary School through the Adopt-a-School Program
  • First United Methodist Church, Board of Stewards
  • Houston County Republican Executive Committee
  • Leadership Alabama (Alabama Leadership Initiative)

Hamp is especially proud of his involvement with the local Wills For Heroes clinic (an annual event which provides free wills and living wills for local law enforcement and first responders), the Dothan Area Young Professionals (an organization devoted to helping enterprising young adults and professionals to interact and network) and the Rotary Miracle Field Foundation (the Foundation raised the funds to construct the Rotary Miracle Field and the Miracle Field Playground – two of the finest public facilities in the country.  The Miracle Field complex is a shining example of what can be accomplished when private citizens and government work together to reach a common goal.)

Hamp and his wife, Emily, have two children, Hampton (born March 2009) and Mary Frances (born June 2011).  The Baxley family attends First United Methodist Church where Hamp also serves on the Board of Stewards.  Emily Baxley is a reading coach at Dothan City Schools. 

As hobbies, Hamp enjoys running (triathlon, ½ marathon, 5K), hunting, cooking, working in his yard, fishing, community activity, golf and spending time with his family. 

The Baxley family has been active in leadership positions in Dothan and in Alabama.  Hamp’s great-grandfather, William Joseph Baxley (“W. J.” Baxley), born in 1859, was an initial member of Dothan’s first City Council, served as Dothan’s third Mayor, as Justice of the Peace and as Judge of the Court of Common Pleas.  Due to the fact Dothan’s first Mayor resigned after serving only two weeks in office and the second Mayor resigned after serving a very short period of time, W. J. Baxley is widely regarded as the first “real” Mayor of Dothan (he was the first Mayor to serve a full term).  At the time of his death in 1929, W. J. Baxley was Dothan’s oldest living resident – having spent his entire lifetime within a three-mile radius of Dothan’s corporate limits.  Hamp’s grandfather, Keener Baxley, born in 1899, served as Circuit Solicitor (now known as the District Attorney) and as Circuit Judge until his death in 1973.  Hamp’s uncle, Bill Baxley, served as District Attorney, until his election as Alabama’s 41st Attorney General for two terms and served as Alabama’s 24th Lieutenant Governor.  Hamp’s aunt, Lucy Baxley, served as Alabama’s 37th State Treasurer for two terms, as Alabama’s 28th Lieutenant Governor and as President of Alabama’s Public Service Commission.  Hamp’s father, Wade H. Baxley, served as President of the Alabama State Bar and has served on the American Bar Association’s Board of Governors and House of Delegates.  Hamp is proud to continue the Baxley family’s tradition of public service. 

Commissioner Baxley’s current term expires on October 7, 2013.
